How to Navigate This System

Quick, simple instructions to help you use every part of H.A.R.B.O.R.

1) Client Search & Issue (Agency Portal)
  • Start here when you are helping a client.
  • Search for the client by name (and DOB if you have it). If more than one result appears, review details carefully so you select the correct person.
  • Similar Name is for possible typos or different spellings of the client’s name (current or past).
  • Prior Search is for checking prior issuance of the specific item you are trying to give. It shows who issued it, how long ago, and how many times.
  • Checking Prior Issuance for the single item you want to issue is required.
  • If the client needs multiple items, select Expand History to see ALL items they have received (who gave them, and when).
  • Expanding full history is optional. The required step is checking prior issuance for the specific item you’re issuing.
  • After reviewing prior issuances, choose what to do next:
  • Self Fulfill — Your agency has the item on hand and you can give it directly.
  • Find — A list of agencies/organizations that have the item on hand will appear. Choose one, contact them, and coordinate help.
  • Request — If nobody has the item available, create a request so other agencies can help locate it.
2) Requests (Unmet Needs)
  • Go here to see what other agencies need help with.
  • You can create a new request for something a client needs.
  • Use the Status dropdown to see OPEN, HELP_OFFERED, or CLOSED.
  • Use Search to find a request fast.
  • Open a request to review details and see actions.
Tip: “OPEN” means it still needs help.
3) Adjust Inventory
  • Go here to add or remove items from your agency’s stock.
  • If you receive donations, add them here.
  • If you run out, update it here so counts stay accurate.
Tip: Keeping inventory updated helps everyone.
4) Admin Tools (Locked)
  • Admins can unlock extra tools with a PIN.
  • Agencies: manage agency info.
  • Audit Viewer: see what actions happened.
  • Reports: export and review activity.
Tip: If you’re not an admin, you can ignore this.
Quick Rules
  • If you get stuck, hit Refresh or go back to Home.
  • Checking prior issuance for the item you’re issuing is required.
  • Expand History is optional, but helpful when a client needs multiple items.
